I understand a few departments that aren't integral to the squad eg commercial side flying cheaper but not staff. City won't send theirs on those flights. She complains throughout about the cost of travel which is to be expected when you've been told to save money. You could be forgiven for thinking she manages Blackpool FCs finances not Uniteds - a club that turns over 600m a year.
Even then though, City's commercial department, PR etc will be top drawer so they probably wouldn't accept flying cheap, cheap hotels etc. Pay the best, get the best, but then they expect the best too.
