When a situation like the Bulgaria game happens then FIFA/UEFA needs to step in and the offending country or team need to have at least their next game forfeited and points lost. For ongoing repeat offenders, ban them from the competition altogether for complete seasons or even tournaments.

English fans making nazi salutes? What an outrageous suggestion! My dad was at that match and I remember watching it on telly, we were all cheering when the cops came in and cracked their dickhead skulls.

British football has made real efforts to stamp this shit out of course, not denying that, even if perhaps more could still be done.
