It could be bollocks but 4bn would make sense when you consider whoever buys the club has to spend a further 1/2bn redeveloping or bulldozing Old Trafford plus a further few hundred mil updating Carrington. Also factually United are not as big anymore. The commercials are smaller than other clubs' to the point where what's coming in isn't enough to pay for what's going out.
